This file is strangely absent on many XP computers, despite running DX9.0c (fully patched upto date) my machine was still missing this file, while some people install 9.0c and have no problems. Go figure, getting it due to Star Wolves 2 needing it though.

Heres how i got it to work for anyone else who's having similar problems.
The stuff is all there in the dvd itself. It's in the Support/DirectX folder.
Go into this folder and unrar everything which is for x86(for us 32 bit users)
Unrar everything into the Binaries folder of the installed game.
Then use the game copyworld crack.
Works!!!
